Pre-service
NTDC in a New York model, which replaced MAPP and GPS as of 1 January 2025. MEASURED IN CLASSES, NOT HOURS — 10 classes on the foster and adoptive path, 4 classes on the kinship path, plus two online prework themes.
Ongoing continuing education
NO MINIMUM ANNUAL HOURS for standard certified or approved homes — the rule imposes only a general duty on the agency to train each foster parent. Numeric requirements attach only to higher rates: not less than 4 hours a year for special rate providers and 5 for exceptional rate providers; and for designated emergency foster boarding homes, 15 hours of specialised training within four months of designation plus a minimum of 6 hours of yearly follow-up. A local district may impose more by contract.

Annual, via a written evaluation and oral review.
Kinship difference
Relatives within the second or third degree are approved by letter rather than certified, but the same standards apply; they take the shorter 4-class kinship path, and a kin caregiver who later wants to foster non-kin children must complete the themes not already covered.
