Pre-service
At least 12 hours under the GROW curriculum, which replaced PRIDE; up to 3 hours of orientation may count toward it.
Ongoing continuing education
6 hours per year, per licensed foster parent. First aid and CPR certification is required of at least one adult in the household rather than each parent.
Renewal term
2 years for a regular licence; a 3-year extended licence has been available since 1 January 2023 to homes licensed at least a year and in good standing.
Kinship difference
Relatives complete a specified subset of GROW before licensure, with all remaining sessions due within six months after; a variance may be requested where a relative cannot meet the requirements beforehand.
Conflict notes
CONFLICT: the 12-hour pre-service figure comes from MDHHS policy FOM 922, not from administrative rule, so it can move without a rule change. MDHHS also still posts an outdated rules booklet (Rev. 1-20) whose text requires first aid only and omits the CPR requirement the current rule contains — use the LARA administrative code effective 16 June 2023.
